(A) There will be a charge of $50 during regular work hours and $100 after regular work hours of the Public Works Department for any resumption of services that have been discontinued on account of default of payment, provided all service arrearages have been paid.
(B) The Superintendent shall render bills for the city Waterworks and Sewerage System services and all other charges in connection therewith, and collect all monies due thereon.
(C) The Superintendent shall see that every user of the Waterworks and Sewerage System or any part thereof has, at all times, a meter in efficient operation and that all water furnished to such user by the city is correctly shown by the meter reading and that all sewerage disposed of is correctly shown by a sewerage meter, except where the user uses the combined waterworks and sewerage services, a water meter reading shall be sufficient to determine the amount of water consumed and the amount of sewerage disposed of, except, where the user of the sewerage system only elects to pay a flat charge, as established by the sewer and water rate ordinance, in lieu of installing a sewerage meter.
