The City Clerk is hereby directed to send copies of this subchapter to all utility companies affected by this subchapter and to provide to all utility companies affected by this subchapter the names and addresses of all owners of properties subject to the tax within the corporate limits of the city, and to keep the list so provided as current as practicable so that the collection of the taxes is accomplished fairly and equitably toward all property owners and taxpayers.
