In all cases in which any person shall perform any work, either under contract with the city or by virtue of any permission from the City Council, such person and his surety shall be liable to the city for any and every loss or damage which the city may sustain and for all sums which it may have to pay to any person by reason of any loss or injury sustained in consequence of any carelessness or negligence in doing the work or by reason of any neglect or failure to comply with any provisions of any ordinance of the city.
