The Board of Local Improvements shall meet at the city hall at 7:30 p.m. on the second Monday of the month of May of each year that a mayoralty election is held, for the purpose of electing a secretary from its number and otherwise completing its organization as the members shall deem necessary. The President or the other two members of the Board shall call all other meetings thereof by giving at least 48 hours' notice of the meeting.
