The Director of City Services shall keep a correct list of all implements, materials and other property of the city in his charge and possession; and upon the expiration of his term of office, or his resignation therefrom, or removal, he shall deliver the property to his successor in office, taking a receipt therefor, which he shall immediately file with the City Clerk, who shall credit him the same and charge his successor therewith.
