§ 31.81 LABORERS.
   The Director of City Services may, by authority of the Mayor or City Council, utilize such number of laborers, and trucks as shall be necessary for cleaning and repairing the streets and alleys, and at such prices as shall be fixed by the City Council, by the annual budget ordinance. He shall oversee and direct the public works laborers and workers and require them to labor faithfully and shall keep in a suitable book a correct account of their time, duties, and actions while employed.
