There is hereby created and established a department of municipal government of the city, which shall be known as the Department of Public Works. The Department of Public Works shall consist of the Water Department, Sewerage Treatment Department and Facilities, the Street Department, and the Engineering Department, and shall be under the direction and supervision of the Director of City Services.
