§ 31.50 HOUSE OF DETENTION ESTABLISHED; PERSONS WHO MAY BE INCARCERATED.
   The county jail of Will County located in the City of Joliet is designated as and declared to be the house of detention for the following persons:
   (A)   Those arrested for violations of ordinances of the city who are unable to post bond after their arraignment before the Circuit Court of Will County.
   (B)   Those who plead guilty to violations of ordinances of the city who do not pay the fine or fines imposed upon such plea of guilty by the Judge of the Circuit Court of Will County and who intentionally refuse to pay or fail to make a good faith effort to pay the fine or fines.
   (C)   Those convicted of violations of ordinances of the city who are able to pay the fine or fines imposed by the Judge of the Circuit Court of Will County, but who refuse to pay such fines. The two above sections are changed because the city can no longer incarcerate a person if that person cannot afford to pay the fine.
