§ 31.18 AUXILIARY POLICE.
   (A)   Fingerprinting; investigation. All proposed members of the Auxiliary Police force shall be fingerprinted, and their prints shall be submitted to the Identification Division of the Federal Bureau of Investigation to determine the proposed members' criminal records, if any.
   (B)   Disqualification from appointment. No person shall be appointed as an Auxiliary Police Officer if he or she has been convicted of a felony or other crime involving moral turpitude, or if he or she shall have any history of physical or mental disorder.
   (C)   Employment status of member; workmen's compensation; indemnification. Auxiliary police officers shall not be considered members of the Police Department or employees or officers of the city.
   (D)   Appointment. The Mayor may, with the advice and consent of the City Council, appoint Auxiliary Police Officers, not to exceed 15 in number, from names furnished him or her by the Chief of Police.
   (E)   Termination. The appointment of any or all Auxiliary Police Officers may be terminated by the Mayor, subject to the advice and consent of the City Council.
   (F)   Not members of regular Police Department. Auxiliary Police Officers shall not be members of the regular Police Department, and shall not possess conservator of the peace powers as defined as Section 3.1-15-25 of the Illinois Municipal Code (ILCS Ch. 65, Act 5, § 3.1-15-25).
   (G)   Supervision; powers and duties. Auxiliary Police Officers shall serve at the direction and control of the Chief of Police, and shall have the following powers and duties:
      (1)   To aid or direct traffic in the municipality;
      (2)   To aid in the control of natural or man-made disasters;
      (3)   To aid in case of civil disorder;
      (4)   To act at the direction and control of the Chief of Police in any other activity, other than those activities traditionally reserved to those who are vested with conservator of the peace powers.
   (H)   Uniforms; identification symbols. Auxiliary Police Officers may wear uniforms. Uniforms and identification symbols worn by Auxiliary Police Officers must be different and distinct from those worn by regular police officers.
   (I)   Carrying firearms. Auxiliary Police Officers may, with prior permission of the Chief of Police, carry firearms while on duty.
   (J)   Firearms training. All Auxiliary Police Officers shall successfully complete the 40-hour mandatory firearms training course before being permitted to carry a firearm, as specified in Section 3.1-30-20 of the Illinois Municipal Code (ILCS Ch. 65, Act 5, § 3.1-30-20). Upon completion of the course of training, the Chief of Police shall file a certificate attesting to the Auxiliary Police Officer's successful completion of the required 40-hour mandatory firearms training course.
   (K)   No compensation. Auxiliary Police Officers shall receive no compensation from the city for services rendered.
