§ 31.17 STANDARD REQUIREMENTS FOR PART-TIME OFFICERS.
   (A)   All proposed members of the part-time police force shall be fingerprinted, and their prints shall be submitted to the Identification Division of the Federal Bureau of Investigation to determine the proposed members’ criminal records, if any.
   (B)   No person shall be appointed as a part-time police officer if he or she has been convicted of a felony or other crime involving moral turpitude, or if he or she shall have any history of physical or mental disorder.
   (C)   Part-time police officers shall be members of the regular Police Department, except for pension purposes, and shall serve the city as employees at will.
   (D)   Part-time officers shall not be used as permanent replacements for permanent full-time police officers.
   (E)   All part-time officers must be U.S. citizens, at least 21 years of age, possess a high school diploma or GEO equivalency, and a valid Illinois driver’s license.
   (F)   The Chief of Police may, with the advice and consent of the Mayor and City Council, appoint part-time police officers.
   (G)   The Chief of Police shall have the authority to discharge part-time police officers.
   (H)   Part-time police officers shall serve at the direction and control of the Chief of Police, and shall have the following powers and duties:
      (1)   Part-time police officers shall be assigned to perform duties by the Chief of Police. Primary duties shall include prevention and detection of crime, and enforcement of the criminal code, traffic and highway laws of the State of Illinois, the City of Lockport Code of Ordinances, and all other applicable ordinances and regulations. Every part-time officer shall obey the orders and directions of his or her supervisor. Part-time officers shall not be assigned under any circumstances to direct or supervise full-time police officers.
      (2)   At all times during the performance of their duties, part-time police officers shall be subject to the direction, control and discipline of the Chief of Police.
      (3)   Part-time police officers shall possess conservator of the peace powers.
   (I)   No person shall be retained as a part-time police officer who has not achieved certification from the Illinois Law Enforcement Training and Standards Board in the manner required by the Police Department, including successful completion of police officer training pursuant to the Intergovernmental Law Enforcement Officer's In-Service Training Act, ILCS Ch. 50, Act 720, §§ 1 et seq. in accordance with the procedures for part-time police officers established by the Illinois Law Enforcement Training Standards Board.
   (J)   Part-time police officers shall familiarize themselves with, be subject to, and obey all ordinances and other rules, regulations, policies and procedures, general and special orders governing the conduct and operation of the Police Department and the city.
   (K)   Violation of any of the rules, regulations, policies and procedures, general orders and special orders of the Police Department, or any provisions of this chapter, shall subject a part-time police officer to termination of his or her appointment.
