The Chief of Police may make or prescribe such rules and regulations for the guidance and conduct of the members of the department, including uniforms, equipment, hours of service, vacations, and similar matters deemed necessary or desirable for the better efficiency of the Department. The rules, when approved by the Board of Police Commissioners, shall be binding on the members of the Police Department.
