§ 31.07 RECORDS; ANNUAL REPORT.
   The Chief of Police shall cause to be kept the books of record of the Police Department, showing arrests, complaints against patrolmen, time lost by patrolmen, names of suspected persons and places and of all property placed in his charge and such other books of record as shall be required by the business of the Police Department; and he shall make a report to the City Council monthly, or as required by City Council, of the condition of the Police Department and of its acts and doings.
