§ 31.06 POWERS AND DUTIES OF THE CHIEF OF POLICE GENERALLY.
   The Chief of Police shall be subject to the rules of the Board of Police Commissioners and the orders of the City Council and he shall be the Chief Execu-tive of the Police Department. The Chief of Police shall be keeper of the city jail and shall have custody of all persons incarcerated therein. He shall keep such records and make such reports concerning the activities of his department as may be required by the provisions of this code, state law, or ordinances of the city. The Chief shall be responsible for the performance by the Police Department of all of its functions, and all persons who are members of the Department shall serve subject to the orders of the Chief of Police.
