§ 31.02 APPOINTMENTS.
   (A)   Appointments to the Police Department, and promotion therein, shall be made by the Board of Police Commissioners as provided by law; but the Chief of Police shall be appointed or dismissed by the Mayor with the consent of the City Council.
   (B)   The results and examination papers of all examinations conducted by the Board of Police Commissioners for either promotion or applications for positions on the Police Department shall be kept on file by the Board of Police Commissioners for a period of not less than three years from the date of such examinations.
