No officer of the city shall dictate the appointment of any person to, or his removal from, office by the City Administrator or by any of his subordinates. Except for the purpose of inquiry, officers shall deal with the administrative service through the City Administrator and officers shall not give orders to any subordinates of the City Admini- strator, either publicly or privately.
