If so directed by the Mayor or the City Council the City Attorney shall report in writing to the Council a statement of all suits instituted and pending in any court in which the city is plaintiff or defendant, and the steps that may have been taken in court to bring such suit to final issue, to be accompanied with such explanatory remarks as the Attorney may see fit to append, to the end that the Council may be kept fully advised as to the legal affairs of the city.
