The Finance Director is expressly prohibited from keeping the money of the city in his or her hands or in the hands of any person, or corporation, to his use, for a period longer than one month from the time he collects same, until he turns the same over to the City Treasurer, and any violation of this subchapter shall subject the Collector to immediate removal from office.
