The City Treasurer, or Finance Director as designee, shall receive all revenues from the combined waterworks and sewerage system and all other funds and moneys incident to the operation of the system as the same may be delivered to him and deposit the same or cause the same to be deposited in a separate fund separate and apart from his private funds and separate and apart from all other funds of the city designated as the waterworks and sewerage fund of the city and shall divide and administer the fund in every respect in the manner provided in any sewer and water revenue bond ordinance in effect in the city. The City Treasurer, or Finance Director as designee, shall establish a proper system of accounts and shall keep proper books, records and accounts (separate from all other records and accounts) in which complete and correct entries shall be made of all transactions relating to the combined waterworks and sewerage system.
