Prior to July 1 of each year the City Treasurer shall file with the County Collector a copy of the annual account together with an affidavit of the City Clerk stating that such copy is a true and correct copy of such annual account filed with him, that it was published, the date of such filing and publication, and the newspaper in which it was published.
