(A) Freedom of Information Officer.
(1) The City Administrator, or any individual acting in such official capacity as designated by the City Administrator, shall be the Chief Freedom of Information Officer for the city.
(2) As Chief Freedom of Information Officer, the City Administrator shall be responsible for the performance of those duties required of a Freedom of Information Officer pursuant to the Freedom of Information Act of the State of Illinois.
(3) The City Administrator shall be empowered to designate additional Freedom of Information Officers for specific divisions or departments within the city.
(4) All Freedom of Information Officers for the city shall be empowered to consult with the City Attorney for the purpose of compliance with issues related to the Freedom of Information Act.
(5) All Freedom of Information Officers of the city shall successfully complete an annual training program, and any other training required pursuant to the Freedom of Information Act.
(B) Fees for duplication and/or certifying of records or cost of recording medium.
(1) No fees shall be charged for the first 50 pages of letter- or legal-sized copies pages of timely produced requested records. No fees shall be charged if the city fails to timely respond to a public record request, but thereafter provides the requester with copies of the requested documents.
(2) Fees for copies in excess of 50 pages shall be $0.15 per side.
(3) The certification fee per document shall be $1.00.
(4) The fee for plats and maps larger than 11" x 17" shall be the actual cost of outsourced duplication.
(5) The fee for an accident report shall be $5.00. Such requests shall be submitted to the Police Department.
(6) All copying shall be performed by an employee of the city.
(7) Copies of public records shall be provided to the requester upon payment of any charges due for reproduction of the documents.
