Every member who shall be present when a question is stated from the Chair shall vote thereon, or abstain at the time that his name is first called. A failure to vote shall be counted as an abstention and will count with the majority, although it shall be listed as an absence in the minutes. Any member required to abstain on a matter, due to a conflict of interest, shall so declare.
