(A) Decorum. While the Presiding Officer is putting the question, no member shall walk across or out of the Council Chamber.
(B) Visitors. Except during the time allotted for public discussion and comment, no person, other than a member of the Council, shall address the body, except with the consent of the majority of the members present.
(C) Officials. No person shall occupy positions within the Council bar except the Mayor, Alderper-sons, Clerk, City Administrator, Department Directors, City Attorney, or other city staff without the permission of the Council.
