(A) The official time shall be as established by federal law.
(B) All clocks or other timepieces in or upon public buildings or other premises, maintained at the expense of the city shall be set to run according to the official time as provided hereof, and the officer or other person having control and charge of such building or buildings and premises shall see that the clocks or other timepieces are set and run in accordance with the official time as provided by division (A) of this section.
