Pursuant to and in order to exercise the powers of the city as a home rule unit of local government under Article VII, Section 6 of the 1970 Illinois Constitution, the Code of Ordinances of the city, as it was in effect on the adoption of this section, and all ordinances of continuing effect that are not included in such Code of Ordinances, are hereby adopted under the city’s home rule authority and as pertaining to its government and affairs, as though each and all provisions thereof were set forth in full herein, including all taxes imposed under such Code of Ordinances. Each and all of said provisions shall be subject to repeal, amendment, modification or revision from time to time by ordinance duly adopted by the City Council in the exercise of its home rule powers.
