§ 262.13 DONATED TIME.
   Permanent, full-time employees of the village may receive donated time from fellow Lockland employees under the following circumstances:
   (a)   Accumulated sick days, personal days or vacation time may be donated by a full-time village employee to the account of another full-time village employee who, as a result of catastrophic illness or cases that result in extreme hardship for the employee receiving the donation, who has used up all of his or her sick leave, personal leave and vacation time;
   (b)   Time donated is deducted from the donor’s vacation, sick leave or comp time balance;
   (c)   The number of hours credited to the employee receiving the donation depends on the employee’s rate of pay as compared to the rate of pay earned by the donor. If the donor earns less than the donee, the hours donated will be prorated. If the donor earns more than the donee, the hours credited will be greater than those who donated. The list of the donors with accompanying calculations must be forwarded to the village payroll personnel for verification and approval. Payroll personnel shall prepare and provide appropriate forms for this purpose;
   (d)   The number of donated hours an employee is receiving should be recorded by the payroll personnel;
   (e)   The donor and the employee receiving the donated time need not work in the same village department;
   (f)   Employees receiving donated time do not accrue vacation or sick leave for the time donated. In addition, employees on donated time do not receive holiday pay. No new benefits can be earned by the employee receiving donated time while using the donated time (e.g. vacation, sick leave, holidays). Therefore, eight hours must be donated for any work day of the week on which a holiday falls;
   (g)   Donated time cannot be used to prolong an employee on the payroll in order to make him or her eligible for any retirement benefits; and
   (h)   When an employee returns to work, any donated time that has not been used must be returned to the donors on a prorated basis. Upon returning to work, an employee begins to accumulate vacation and sick time that must be used before any additional time can be requested from other employees.
