No person shall conduct any form of amusement at any permanent or temporary place, or any itinerant form of amusement, within the municipality, without first obtaining a license therefore. Such licenses shall be obtained from the Mayor by application on forms prescribed by him or her, unless the person is already the holder of some form of permanent municipal amusement license, in which case such permanent license shall be sufficient. Each license shall expire on the date stated therein. The fee for such a license shall be $1.
