Whenever the Village Administrator has refused to authorize a public vehicle license, or whenever he or she has suspended or revoked a public vehicle license, the applicant, within ten days after receiving notice of such denial, suspension or revocation, may appeal to the Mayor. The Mayor may either consider such appeal on the evidence produced before the Administrator, or permit the introduction of new evidence, inspections and tests. The decision of the Mayor shall be final. However, when the Administrator’s refusal of a license is upon the grounds of public necessity and convenience, then the applicant, within ten days after receiving notice of such refusal, may appeal to Council. Council may either consider such appeal on the evidence produced before the Administrator, or permit the introduction of new evidence, inspections and tests. The decision of Council shall be final.
