(a) Every public vehicle shall be kept in a safe and sanitary operating condition and shall at all times have the following equipment:
(1) A light within the passenger compartment, capable of being lighted or extinguished by the passenger;
(2) A spare tire, capable of being used on any of the wheels of the vehicle;
(3) A set of tools for changing tires;
(4) Brakes sufficient to control the vehicle at all times, and no brakes shall be deemed to comply with the requirements of this section unless they are capable of stopping the vehicle within 25 feet from a speed of 20 miles per hour on a hard, dry, level road free of loose material. In addition, every public vehicle shall have an emergency brake capable of holding such vehicle on any grade that it can ascend.
(5) Skid chains, to be applied to the rear wheels when their use is desirable to promote safety.
(b) Whenever a public vehicle is found not to be in a safe and sanitary operating condition or not to comply fully with all the requirements specified herein, the Village Administrator shall suspend or revoke the license of the vehicle concerned until this section is complied with.
