§ 856.29 DRIVER’S PERMITS.
   (a)   No person shall drive a taxicab, livery or auto-for-hire as a driver in the municipality without first obtaining a taxicab driver’s permit from the municipality. The permits shall expire annually on January 31 in the year following the year in which it was issued, and further provided that all taxicab driver permits in existence as of the date on which this provision was adopted shall expire on January 31, 1993.
   (b)   The Village Administrator or the Chief of Police is hereby authorized to issue a permit if, after a complete investigation of past arrests and convictions of the applicant for traffic violations, acts of violence in which the applicant was convicted and his or her record of arrests and convictions for felonies, it appears that the record is not one of any consequence. If, however, the record is such that, in the opinion of the Administrator or the Chief of Police, the public interest will be better protected by denying the application, then such may be denied.
   (c)   A person issued such a permit shall supply to the municipality two small photographs of himself or herself taken within one year of the application for the permit. One shall be attached to the permit and displayed in the vehicle operated, visible at all times. The second shall remain on file at the Police Department.
   (d)   The fee for permits shall be $5 and at all times shall remain the property of the municipality.
   (e)   The permit must be surrendered to the Administrator or the Chief of Police on demand when reasonable cause is given for the removal of the same.
