No public vehicle license shall be transferred from one owner to another by the Village Clerk- Treasurer except after a finding of public convenience and necessity by the Village Administrator. Such finding shall be arrived at in the same manner as in the case of an original application. The applicant for the transfer of a license shall file with his or her application the consent, in writing, of the former owner of such license and shall comply with all of the provisions of this chapter.
