If the owner of a licensed public vehicle ceases to own the same, or if such vehicle becomes unsuitable for operation or the owner desires to substitute another vehicle, an affidavit to such effect may be filed with the Village Administrator and the Administrator shall thereupon notify the Village Clerk-Treasurer, who shall transfer the license to any other vehicle belonging to such owner, provided such vehicle is of the same class and approved by the Administrator.
