The Village Administrator shall investigate each application for a license for a driverless auto-for-hire. If he or she finds that the applicant is the owner of the vehicle for which the license is desired and that such vehicle is a safe and fit conveyance, he or she shall notify the Village Clerk-Treasurer, who shall issue a license to the applicant upon payment of the proper license fee and the furnishing of the bond or insurance required.
