No person shall rent, lease or permit a public hall to be used or otherwise operate a public hall after the hour of 1:00 a.m. or prior to the hour of 6:00 a.m. This section shall not limit the right of maintenance workers, clean-up crews or security personnel to remain on the premises for the exclusive purposes of maintenance, clean-up or security.
