As used in this chapter,
ITINERANT VENDOR means a person, either principal or agent, who engages in or conducts a temporary or transient business in the municipality of selling goods, wares and merchandise with the intention of continuing in such business in any one place for less than 120 days and who, for the purpose of carrying on such business, hires, leases or occupies, either in whole or in part, any room, building or structure, or any public place, for the exhibition and sale of such goods, wares and merchandise.
