(a) No garage sale shall be conducted on the same residential property more than twice in any calendar year.
(b) No garage sale shall commence earlier than 9:00 a.m. or last later than 8:00 p.m. In no event shall a garage sale last more than two consecutive days.
(c) No merchandise shall be offered for sale that has been purchased by the permittee, for purposes of resale at such garage sale or that belongs to anyone other than a resident of the licensed premises. It shall be a prima-facie presumption that any new merchandise offered for sale is merchandise purchased by the permittee for resale at such garage sale.
