As required by state law, licensed personnel shall operate the water plant. Since a period of time is required for a new employee to obtain complete training, school, testing and certification, such employee shall be required to attend training and enrichment programs. If an employee obtains a higher certification during the year, he or she shall assume the increased pay scale warranted by such certification only if there is a vacant position warranting the certification, up to the level of a Class II, and the employee is selected to fill the vacancy.
