When garbage, rubbish and other debris has been left at the sidewalk, curb or treelawn for pickup in violation of the terms of this Chapter 1060, the Public Works Director may, at his or her discretion, issue an order to a property owner to remove such material at the property owner's expense. The Director of Public Works shall issue such an order to the property owner either by hand-delivery to the property owner or by posting of written orders on the premises. If such trash, garbage, rubbish or debris is not removed within 24 hours of delivery or posting of the order, the village may dispose of such trash, garbage, rubbish or debris and assess the costs to the property owner.
