Any owner of property, person in control of property, or subsequent owner of property for which a notice of violation is issued under this chapter to correct health or building code violations shall be jointly and severally liable for the costs incurred by the village for the abatement of violations on the property. Joint and several liability shall be attributed to each entity in the chain of title from the date of issuance of orders forward.
