(a) Multiple principal structures. More than one principal structure may be permitted on the same lot within the GI or LI Industrial Districts where the size of the lot allows for the appropriate maintenance of traffic patterns, dimensions of structures, setbacks and structure location standards.
(b) Performance standards. Permitted, conditional and accessory uses in the GI and LI Industrial Districts shall comply with the following performance standards as a condition precedent to their occupancy and use, in addition to the requirement that a conditional use permit is approved for buildings or uses adjacent to a Residential District:
(1) Fire and explosive hazards. The storage, handling and use of highly combustible or explosive materials shall be permitted only in structures having incombustible exterior walls.
(2) Waste materials. Solid wastes shall be stored in buildings or sealed containers and disposed of at reasonable intervals so as not to create a fire or safety hazard. No liquid wastes shall be discharged into the storm water system or natural watercourse or ditch. No wastes containing chemicals, grease or other matter which could be harmful to the sewers or treatment process shall be discharged into the sanitary sewer system.
(3) Atmospheric pollution. The emission of smoke, soot, fly ash, dust or gases shall be restricted by the use of appropriate equipment so as not to be injurious or detrimental to property, vegetation, animals or human health beyond the boundaries of the lot.
(4) Glare and heat. Any operation producing intense glare or heat shall be performed within an enclosed building or screened in such manner as not to be directly visible at any residential line or a public street to a person standing at ground level.
(5) Odors. The emission of objectionable odors beyond the lot line is prohibited.
(6) Noise. The noise from any individual operation shall be restricted by soundproof walls or other means so as not to exceed the average intensity of the street traffic noise at any district boundary.
(7) Vibration. Operations which create earth-shaking vibrations which would be perceptible without the aid of instruments in any residence district are not permitted.
(8) Radioactive or electrical disturbance. Radioactive or electrical disturbances which could adversely affect the operation of any equipment beyond the boundaries of the lot shall not be created.
(9) Lighting. Sources of light for the spotlighting or floodlighting of buildings or grounds shall be shielded so as not to be directly visible to adjacent properties or public streets.
(c) Enclosed buildings and permanent outdoor storage and activities.
(1) In the General Industrial GI District, all business, service, storage and manufacturing operations:
A. Shall be conducted, and all materials used in their operations shall be contained, wholly within enclosed buildings; or
B. If occurring outside of a wholly enclosed building, shall be enclosed by a solid wall or fence of such nature and height as to conceal completely all operations thereof and all material therein from all adjacent districts and rights-of-way.
(2) In the Light Industrial LI District, all business, service, storage and manufacturing operations shall be conducted wholly within enclosed buildings, except where otherwise provided in this chapter.
(3) Outdoor storage within the LI Light Industrial chapter and the GI General Industrial has further limitations as provided in Chapter 1270, Accessory Uses and Structures.
(d) Landscaping and buffer yards.
(1) All portions of a lot which are not improved shall be landscaped or maintained in an orderly natural state.
(2) All required front and corner-side yard setback areas shall include a 25-foot wide landscaped area that is landscaped in accordance with Chapter 1266, Landscaping.
(3) In addition to the yard requirements in § 1256.09, a screen of deciduous and evergreen trees and shrubs sufficient to create a year-round visual barrier shall be planted and maintained between any development permitted in any Industrial District and any adjoining Residence District in accordance with the Industrial/Residential buffer requirements established in Chapter 1266, Landscaping.
(4) All other requirements of Chapter 1266, Landscaping that pertain to screening and buffering must also be met.
(5) All requirements contained in subdivisions (1), (2), (3) and (4) hereof must be fully complied with before a certificate of occupancy is issued by the Code Enforcement Officer.
(e) Mechanical equipment. All ground level and roof top mechanical equipment must be fully screened from view from all residential districts by a parapet wall or other screening structure constructed of the same materials as the principal building façade, or adequate landscaping to the height of such equipment.
(f) Refuse control. Refuse containers must be covered and shall be stored within completely enclosed buildings or placed in corrals providing screening from public streets and adjoining lots.
