(a) The Village Administrator is hereby authorized to take all necessary administrative steps to secure financing of urban renewal programs, including federal or state aid, and is further authorized to cause the necessary studies, plans and surveys to be undertaken by force account or by contract necessary for making application for such financing when application therefore has been authorized by Council.
(b) The Village Administrator is hereby designated as the agent of the village to execute and administer in the village the urban renewal programs financed or assisted by federal or state agencies. In the execution and administration of such urban renewal programs, the Village Administrator is authorized to cause the necessary and appropriate services, studies and plans to be undertaken either by force account or by contract.
