For purposes of this Housing Code, where there are three or more roomers who are not the children, parents, grandchildren, grandparents, brothers or sisters of the owner or operator of a dwelling unit or rooming unit, who are occupants thereof, it is presumed that such space is let for compensation, which presumption is rebuttable.
