An operator of a rooming house shall be responsible for the sanitary maintenance of all walls, floors and ceilings and for the maintenance in a sanitary condition of every other part of the rooming or boarding house and premises. The operator shall be responsible for the sanitary maintenance of the entire premises where the entire structure or building is leased, owned or occupied by the operator. The operator shall be further responsible for the maintenance, cleanliness, extermination, good operating condition and provision of facilities and utilities in the portion of the building being operated as a rooming house.
