§ 1480.57 RESPONSIBILITY OF OWNERS.
   Every owner of a dwelling shall be responsible for the provision of all facilities, utilities, services or conditions required by this Housing Code for dwelling, commercial or rooming units and premises, except where such responsibility is assumed by an operator or occupant by written agreement. Such responsibility includes, but is not limited to, the following:
   (a)   Maintaining, in a clean and sanitary condition, all parts of the dwelling and premises shared in common by two or more dwelling units;
   (b)   Extermination of insects, rodents or other pests, except that if there are two or more dwelling units in a dwelling and only one dwelling is infested, the occupant of such infested dwelling unit shall be responsible for extermination therein;
   (c)   Maintaining the dwelling in a rodentproof condition;
   (d)   Where a dwelling contains three or more dwelling units or any rooming unit, providing a sufficient number of approved containers for the storage of garbage and trash between the days of collection, which containers shall be placed in a location accessible to the occupants of all dwelling, commercial and/or rooming units;
   (e)   Maintaining driveways, terrace steps, yard-walks, fences, yard cisterns and all exterior premises free of objects, materials or conditions which create a health, safety or fire hazard or which are a public nuisance; and
   (f)   Installing and maintaining screen doors, window screens and other screening for the season required.
