(a) Outside stairways with a total rise of more than 24 inches shall be provided with substantial handrails not less than two feet, six inches nor more than two feet, nine inches high, measured from the nose of the tread to the top of the rail.
(b) Stairways shall be maintained free of holes, grooves and cracks which constitute a safety hazard.
(c) Stairways shall be maintained free of rotted or deteriorated supports.
(d) Stairways shall have treads of uniform width and risers of uniform height.
(e) Stairway handrails and balustrades shall be firmly fastened and maintained in good condition.
