No basement space shall be used as a habitable room, dwelling unit or rooming unit unless:
(a) The floor and walls are impervious to leakage of underground and surface runoff water and are well drained and protected against dampness;
(b) The total window area in each room is equal to at least ten percent of the floor area of the room, as measured between stops, and is entirely above the grade of ground adjoining such window area;
(c) The total openable window area of each habitable room is 45 percent of the required window area;
(d) It is separated from heating equipment, incinerators or other equally hazardous equipment by an approved partition;
(e) Access can be gained to the unit without passage through a furnace room; and
(f) There are two approved exitways serving the unit. One of the required exitways shall be enclosed and exit into an approved front or side yard area.
