Every dwelling unit shall contain a room or portion of a room in which food may be stored, prepared and/or cooked and consumed and which shall be equipped with the following.
(a) A kitchen sink in good working condition, which shall be connected to both hot and cold water lines and to an approved water and sewerage system. A lavatory basin shall not be considered a kitchen sink.
(b) Cabinets and/or shelves for the storage of eating, drinking and cooking equipment and utensils and of food that does not require refrigeration for safekeeping. Such cabinets and/or shelves shall be adequate for the permissible occupancy of the dwelling unit and shall be of sound construction finished with surfaces that are easily cleanable and that do not impart any toxic or deleterious effect to food.
(c) A stove, range or similar device for cooking food, which is properly installed with all necessary connections for safe and efficient operation, provided that such stove, range or similar device need not be installed when the dwelling is not occupied. The use of gasoline stoves or similar fuel burning appliances using highly flammable fuels and the use of portable kerosene stoves or other similar fuel burning portable appliances for cooking are prohibited.
(d) A refrigerator or similar device, for the safe storage of food at a temperature less than 45°F, but more than 32°F, which is properly installed with all necessary connections for safe, sanitary and efficient operation, provided that such refrigerator or similar device need not be installed when the dwelling is not occupied.
