No owner or other person shall occupy or let, or permit to be occupied or let, by another occupancy, any structure, dwelling, dwelling unit, rooming house, rooming unit or commercial unit, for the purposes of living, cooking, eating, sleeping or conducting business activities therein, which does not comply with the requirements of this Housing Code.
