§ 1480.04 COMMUNITY DEVELOPMENT DEPARTMENT.
   (a)   There is hereby established a Community Development Department by and for the municipality. The Mayor shall be the Chief of the Department and is hereby authorized, in a manner consistent with these Codified Ordinances, to employ staff or contract for services necessary and proper to carry out the responsibilities of the Department.
   (b)   The responsibilities of the Department include:
      (1)   The enforcement and administration of this Housing Code;
      (2)   The development of plans, projects and programs for the purpose of preserving, conserving and rehabilitating structures and neighborhoods throughout the municipality;
      (3)   The development of plans, strategies and policies to guide and facilitate economic welfare and environmental quality in the municipality and for all residents, including families, businesses and industry; and
      (4)   The development and implementation of the municipality’s Community Development Block Grant Program or any other federal or state program that may replace or supplement it, including the preparation of all necessary grant instruments and documentation.
   (c)   The Department shall work with Council and its authorized committees and commissions, civic and citizen groups, the federal, state and county governments and other local governments, agencies, groups and persons as required to carry out the responsibilities of the Department.
