The purpose of this Housing Code is to protect the public health, safety and welfare in buildings and on premises by:
(a) Establishing minimum standards for basic equipment and facilities for light, ventilation, space heating and sanitation, for cooking equipment, for safety from fire, for space, use and location and for safe and sanitary maintenance in all structures now in existence;
(b) Establishing minimum standards for the rehabilitation, renovation and repair of substandard but structurally sound structures that can economically remain part of the municipality’s safe and usable housing supply;
(c) Fixing the responsibilities of owners, operators and occupants of all structures; and
(d) Providing for administration, enforcement and penalties.
