The purpose of this chapter is to protect the public health, safety and welfare in buildings and on premises by:
(a) Fixing the responsibilities of owners of buildings and structures located in the municipality that are insecure, unsafe or structurally defective;
(b) Providing a mechanism for the repair or removal of insecure, unsafe or structurally defective buildings and structures; and
(c) Providing a mechanism for the municipality to recover its costs incurred in removing, repairing or securing insecure, unsafe or structurally defective buildings or structures.
